Delivery of a SECS message.

Parameters:

sp - the SECS connection

stream - the message ID stream value

func - the message ID function value

sendReply - whether a reply message should be sent

transactionID - the SYSTEM message identifier from the message header. This value is used to send a matching reply message.

data - the message data formatted as TSN text. Use the TclList or the StringList class to parse it.

header - a TSN representation of the message header bytes which is only used to send a Stream 9 error message using the sendS9 method.
